run short arms. i'd go with tomken if thats in your budget, my buddy ran a full kit of theirs in high school and it worked great. you dont need longarms, and lots of flex is overrated.

here's my first XJ on 33s and 3-3.5" lift.

i would recommend that setup to ANYONE, it was outstanding on and off of the road.
 
I did a 1.75" bb with 33's, you will be fine, just get short arms with a flex joint on one end. I loved my re superflex arms. I'd also avoid rustys bumpers, check into jcr
 
You should have put limited sailboat differential additive in there.

95xjinct - bumpers aren't even that hard to fabricate if you already know how to weld (which iirc you do) - so unless you want a super fancy design, I'd go with a homebuilt one, personally. Maybe I'm just a cheapass, but it's what I did.

The JCR DIY kits are a great middle ground, unless you want the particular style of the protofab bumper.
 
You can piece together a lift with new/used parts for cheaper. As well as used tires.
 
yea I bought my lift parts. 3.5 coils and full leaf packs for around 300$. Im just going to live with the stock short arms and carry spares and untill I decide if I want to run long arms or not at that height.
