Well the holes are cut i have now sanded and grinded down as much rust as i could. Coated it all with Rust converter then a couple of layers of some black spray paint. Got almost all the holes patched up need a couple more small pieces of sheet metal and i will be done and ready for the bed liner.

i know i have asked silly questions before,but
why did you cut the holes out if you were just going to screw a piece over the holes you cut out?
you just made the small holes bigger...
 
Usually, I have seen new floor pans welded in but it is also pretty common to rivet them in. You need to cut ALL of the rust out so that it wont spread. It is kind of like cancer. You need to get it all out (hence cutting the large hole) so that the little bit of rust that might be left doesn't spread.

I cut the holes larger because the rust was so bad that even after grinding it out the bare metal was so thin that the rivets would not stick. I did grind and sand all the Rust out before i painted it. I just got lazy on pics for that.

There is little to no rust left on the floor pan now. Once i started grinding and sanding i had to cut a few more holes (not pictured) just because there wasnt anything left of that particular area and i want the floor to be solid. I over lap all the areas by atleast 3/4 of a inch or more. And sprayed some rubberized undercoat on the bottom and top to help seal it.

Spray painted it Flat Black and getting ready to spread bed liner all over it.
