Harry and his wife, Pat, gave their energy, time, smiles, and support
to the 4x4 community.
For many years, Harry was involved with the Morango Sheriff's
Department Search & Rescue, serving as the event chairman for several

Utah House Representative Joseph G. Murray [

introduced HB 161 in the Utah house that would require health care
providers to report to a law enforcement agency when a person suffers
any wound or other injury from an accident involving an off-highway
vehicle.
Current law requires health care workers to report injury inflicted
by means of a knife, gun, pistol, explosive, infernal devise or
deadly weapon. Murray's bill would add "off-highway vehicle" to that
list.
BlueRibbon Coalition hopes that it is not necessary to explain why
Utah's recreation community should oppose this outrageous legislation.
HB 161 that is scheduled for a hearing before the House Health and
Human Services Standing Committee on the morning of Tuesday January
18, 2005 at 9:00 am. The committee will meet in Room W215, West
Office Building at the Capitol Complex.
BRC strongly encourages motorized recreationists who would like to
express an opinion regarding this legislation to be in attendance.
Please arrive early enough to get a seat prior to the 9:00 start time.

Forest Service
Under the 36 CFR 800 regulations for the National Historic
Preservation Act, the Forest Service is negotiating a Programmatic
Agreement for its Off-Highway Vehicle route designation program. The
proposed agreement considers the effects to historic properties from
route designation. It identifies historic property inventory,
monitoring, and treatment standards.

agreement and its heritage resource management strategies. You may

Subject: Offroad vehicle support for 2005 Pow Wow
To all our off-road friends:
I'm looking for clubs or individuals who have street legal off-road
cars and motorcycles to act as support at our 2005 Mountain Bike Pow
Wow, which includes the Vision Quest long distance and Counting Coup
medium distance mountain bike events. Off-roader's with EMT training
or ham radio licenses are particularly needed.
The events take place on Saturday, March 5th in the Santa Ana
Mountains, which straddle the border between Orange and Riverside
Counties. We have backup dates of Saturday March 12th and 19th if we
are forced to postpone due to rain.
Volunteers will receive an event t-shirt and food and our thanks. If
a club participates they will be listed as a sponsor and their logo
will go on all event related material, including the event t-shirts.

The nonprofit organization Tread Lightly! has just released its 2005
"Master Tread Trainer" schedule. We hope you take advantage of a

WHAT IS TREAD TRAINER?
The Tread Trainer program is designed to train participants in
innovative, practical methods of spreading outdoor ethics
(specifically regarding motorized and mechanized recreation) to the
public. The training is provided through a one-day course and will
qualify the participant to become a Tread Lightly! representative-- a
"Master Tread Trainer."
Once a participant becomes a "Master Tread Trainer", he or she is
equipped to train other educators, clubs, employees, visitors,
scouts or community members to be "Tread Trainers"-- adding a whole

AMA - Recognition
The AMA Board of Directors has presented Ed Waldheim, president of
the California Off-Road Vehicle Association, with the AMA
Motorcycling Advocate Award for his lifetime of work for
motorcyclists. Waldheim is a member of the Board of Trustees for
AMA's District 37 (Southern California). He is also a member of the
California Off-Highway Motor Vehicle Recreation Commission, president
of The Friends of El Mirage, and active with many other groups.
The Motorcycling Advocate Award, one of the AMA's highest honors, was
created by the AMA Board of Directors to recognize individuals
fighting for the rights of motorcyclists.

PLF WILL SUE TO FORCE REVIEW OF "ENDANGERED" SPECIES
As reported recently in the Orange County Register, PLF has announced
plans for legal action "to force compliance with one part of the
Endangered Species Act that many environmental groups conveniently
ignore -- a requirement that the status of federally listed species
be reviewed every five years," so those that aren't in danger of
extinction can be taken off lists of specially protected plants or
animals. For nearly 200 of the 298 federally protected plants or
animals in California, there's been no status check within the
statutorily mandated period, so PLF is suing to demand reviews on all
198 species. "The reason is to ensure that the act is really
working," said PLF's Rob Rivett. "If you never review the species,
you never know that. If they're trying to administer and enforce for
species that don't need protection, that's a waste of money."
Environmentalists are usually the ones suing the regulators in hopes
of adding yet more species to government "watch" lists -- and taking
more private land out of productive use. So PLF's decision to mount a
counter-challenge -- which could force the feds to stop protecting
species that don't need it -- amounts to using the enviros' "tactics
against them," commented a complimentary Register editorial.
