It is basically an internal search on twitter. If you post a tweet with a hashtag that says something like blah blah #goingtobadlands. If anyone else used that hashtag, it should be click able and you can see if anyone else used it. I rarely use twitter anymore.

Basically you get 140 characters to say what you're thinking. Like TH said, hashtags are to identify a trend making it searchable to find it's popularity. I use it to be honest. And to announce my dumps. But mostly honest.
