Illinois Gun Owners...what have you done to protect your 2nd ammend?

well folks, it looks like hb2193 is going to the floor tommorw.

a lot of us are disappointed with this bill, but for now it does some very important things.

1. Shall issue
2. Statewide pre-emption of all gun laws, no chicago/cook carve out
3. Commercially available training, however, NRA certified instructors (like me) won't be immediately authorized
4. Vehicles will be a safe haven, no employer restrictions can be applied
5. not that any of you are actually FROM chicago, 2193 dismantles the absurd CFP scheme


Disappoitingly:

- 16 hours of training, although some previous training will count toward those hours, but even still, 16 is extremely excessive.

-$150.00 license fee, for five years....amoung the most expensive RTC of all 57 states (points for getting the reference)

- Carry on mass transportation, and all the usual places prohibited

According to a House Democratic fact sheet obtained by The Illinois Observer, those off-limit locations include:
  • Preschool, elementary, and secondary schools
  • Child care facilities
  • Playgrounds
  • Public parks located within a municipality under the control of a municipality or park district
  • Cook County Forest Preserve
  • Bars (more than 50% of its gross receipts from the sale of liquor)
  • State buildings
  • Local government buildings
  • Libraries
  • Hospitals, mental health facilities, nursing homes
  • Stadiums, arenas, and sporting events
  • Airports
  • Amusement parks, zoos, and museums
  • Colleges and Universities
  • Public transportation paid in part of whole with public funds
  • Public gatherings authorized by a unit of local government
  • Areas prohibited by federal law

Its not clear from any of the PR releases I have seen. I sent the question onto two different Reps. that supported it.

SB 183 was passed yesterday at the session deadline.

It's not good law, but its a workable one.


Protection for the out-of-staters traveling through. No reciprocity.

Chicago AWB is still in place, but there is preemption of any local ordinances on handguns or CCW.

$150 for 5 years, 16 hours of training required including live fire.

The high capacity mag ban failed also, but the private sale/FOID bill passed.

Any Info on this? I'll be going through there on the way to Moab and will be carrying. Guessing it will need to be in the trunk, locked in a case seperate from Ammo? I can work with that.

a bit of good news (at the very least) pertaining to Illinois Carry.

if this forum's mods will allow, i will start another thread for Illinois Carry since so many of you jeepers are 2A thinkers and might benfit from information i may present....

but for now, after consulting personally with a few individulas who are close to the evolving bill, it looks like Illinois carry permits and the required training will be "endorsed" by NRA Certified Instructors.

from Todd Vandermyde:

"We have an agreement of a MOU with the State Police to ensure NRA instructors are going to be accepted as trainers. WE also have within that that NRA courses, which I am not real familiar with (I’m a lobbyist not a trainer) will be accepted"

The only thing the state may do is follow Utah's (BCI) instruction configuration, whereby NRA Certified Instructors must at least be endorsed through certification admistered by the Illinois State Police. This is speculation at this point. We're all hoping NRA certified Instructors will be given the green light as-is and simply asked to add the necessary Illinois-specific modules to the training.

Still, 16 hours is a crap-load of training. our iggest concern is what the hell does one do with 16 hours??? It's ridiculously excessive. 4hours of gun safety and 8 hours of dvd vid? 4 hours of live fire and cleaning demonstrations?
