What you see is what you get. I don't have any of the hardware (nuts, bolts) but you can source that pretty easy. Also the C4x4 brackets normally come with an inner brace that is just a piece of angle. That stayed on the truck for my new bumper. You should be able to make a replacement pretty easily, or just not use it.
