fender flairs not coming off

so im taking the fender flairs on my 96 xj off to paint. i took out all the bolts i can find holding it on and it wont budge i tried tapin the bolts but they wont move does anyone know of a techniqe or another way i can pry these suckers lose

How many bolts did you take off per wheelwell? Thier may be more than you think. I was tricked when removing mine.
