electronic cooling fan

does anyone know a way to test the electronic cooling fan on my 97 xj

Easiest way I know is to run 2 wires from the battery and touch each one to the terminals on the plug.

OR

turn on the A/C and the fan should come on right away - Whenever the clutch on the compressor is engaged. Turn it to max cool though.

i did that and the fan wouldnt spin so i took it out and took the motor housing a part and blew the dust out and cleaned the contacts and the fan worked when i hooked it directly to the battery but then it didnt work when i turned the A/C on is there a bad relay?
