I've been there. There are no stop signs. The only rule is that the bigger vehicle gets the right of way. Even ambulances with sirens are ignored. It is a free for all.
The few traffic lights are summarily ignored. They routinely drive down the wrong side of the road and park or drive on the sidewalks.

Same conditions here in Antioch. Biggest truck goes first and if you're riding a motorcycle you have no right of way. The way Los Amigos feel "If you doan like it gringo get out of my neighborhood."

Ill admit Im fond of the "Im bigger they will move" tactic, but I try to only use it when necessary.
