I built this bumper a few years back for my old XJ. It was built for high clearance while also keeping the winch up out of the way. The mounts to the framerails are made from 1/4" and the rest of the bumper is 3/16" The bumper is drilled to fit standard Warn winches and a hawse fairlead. Two tow hooks are mounted on top for easy access.
This bumper as it sits is probably not good for use on an XJ you want to keep stock looking without modifications. I removed the AC condenser on my old XJ so that the winch sat right in front of the radiator for extra clearance.
