Good luck- CT DMV is horrible. Took them almost 8 months to issue a title for an XJ I used to own, and I'm still getting tax bills on it despite not living there since 2011 and cancelling the plates.
What DMV isn't messed up and wow.

CT is by far the worst out of anywhere I've lived in New England.

what exactly is the issue? sounds like you bought a junk/totaled rig with a Ct title, most states usually require those to be sent out of state and they wont issue a reconstruction / repair title in the same state it was totaled. Ma requires a specific title inspection to be done to get a totaled vehicle changed to a reconstruction title.
a side note that may not have anything to do with your situation is i sold a reconstruction titled rig into NY and as long as it passed their safety inspection it was issued a clean title. maybe you know someone in NY you could sell it to to help clean up the title? i hope i was some kind of help.

Basically I bought an MJ way back off of Eagle and now that I want to put it on the road the original vin# is in a national database as being "junk" from CT and Delaware will not title it even tho it has passed their safety inspection. I may just have to find another MJ and swap everything over.
