Crank, No Fuel, with a twist

I apologize if this issue has already been discussed- I have read several threads and this appears different.

96 cherokee with a 2.5.

Two weeks ago it was running fine. Started it, drove it 80 miles round trip, shut it off. Next few days, worked great on little trips and errand runs.

Last week, I got in and it would just crank. No start. It sounded dry, and sure enough, no fuel pressure in the lines. All the lines look good. I took them out and tested them for blockages, etc.

I had a spare brand new CPS and changed it out. Same issue. It happily cranks away but did not start.

I went hunting for an issue- and found the harness at the fuel pump had been chewed out somehow- there are five wires where the pump connects to the cab harness on the driverside in front of the tank.
2 black wires, 1 red, 1 yellow, and 1 white. The red one was frayed and the black one was cut all the way through mysteriously. I spliced the wires back together and it started right up. I was happy and thought this was resolved.

Later that day, I got in and the issue had returned. I made sure the spliced connections were good and tapped on the pump with a hammer and bam. It started no problem. I shut it off and started it 3 times, then took it for a drive. No issues.

Yesterday, the issue returned. No amount of fixing the connections or tapping on the pump with a mallet got it going.

So I reluctantly pulled out the meter and started testing things. Yes, of course I switched the relays. I haven't been able to find a comprehensive wiring diagram, but from my guesses, the fuel pump is only getting 6V? At the fuel pump relay between pins 1 and 2 I also only see 6V.

The pump is fairly new. Battery is brand new. CPS is new. I read about the ASD and PCM- and tested for voltage at pins 2 and 22 of the black connector on the driver's side and everything seemed good there.

Any help would be much appreciated. I definitely prefer my jeep as a running car vs a driveway ornament :)
