How do you know the child is a US born child, and not "spanish"? You are making an assumption that may be 100% wrong. It could be a relatives child, niece, grand-child, visiting friends daughter, from Mexico or South American or Spain for all we know.
For the record, my brother, may he rest in piece, had a triple PhD-Physics...., and an MD, and yet he also spoke 7 languages. He was an underachiever, LOL
Bi-lingual schooling is not a waste, I took 3 foreign languages in Catholic Grade school, Grade 6 and higher, and in University summer classes at an advanced AP-University program. We need multilingual people if we intend to maintain our dominance in world trade. My son did a double major in Physics and Chinese.
I never was any good at speaking foreign languages, studied 5 of them, Spanish, German, French, Russian, wish I was able to speak them, then I could folks nuts at the stores speaking Russian, LOLOL..... I did learn to read and write them, just never had the ear for them.
So I too get a little frustrated that the more common language at stores around me now is Mexican. One plant I do work at is >90 mexican/spanish that speak almost zero English, ....has been for 30 years. The work they do is too hard for white English boys, LOL.

Was at the security Federal credit union off Wandsworth and quincy Thursday and while waiting in line a lady in front of me was speaking her business to the teller in English , but when She was taking care of her child who looked about 3 or so She only spoke in Spanish ... Why do these folks only Speak English when they need things from a person that does not speak Spanish and they have no Spanish option and why do they teach their supposedly u.s citizen born children a foreign tongue as their first language . This is not a racist rant this is just my confusion with people who seem to freeload into the country and expect it to change for them . Folks like the lady at the bank are why we waste money on b.s. bilingual schooling because the child they have who should be speaking English was taught that Spanish is his native tongue ... I don't get these folks ?
