Its really kind of absurd that you are required to have a cat on your car but the cops don't (or can't) really do anything if its stolen and you have to pay $200-600 to get a new one installed (if you aren't installing it yourself).

i was under the impression after 100k miles you were exempt? Atleast here in michigan were are not tested for emissions EVER, i know i have talked to guys at exhaust shops and they said dont waste your money on a cat, you dont need one. I believed them since they woulda made money selling me one in theory.
Some states/cities require you to get vehicle emissions testing and this usually requires a visual inspection of the system, so if the cat isn't there you fail (NYC or Cali). Some places only require a visual inspection, so you still need to have atleast the shell of the cat in place (upstate NY). Other places don't care about vehicle emissions and you can do almost anything you want to.

I didn't think there was an exemption for licensed vehicles registered for street use. no matter the age. Dad's 281K '90 Larado legally needed a cat just as much as my '98 Limited or their new '06 Town & Country. Now that pre-OBD2 vehicles don't have to be emissions tested here in Illinois, you could probably get away with a dummy cat but even that would be against this federal law...............................

Isn't this what OBD2 Emissions Controls brought us? If it wasn't for SEMA (I think the ACLU was also involved in this on the public's side, but I can't remember for sure), at one time the EPA was going to try and fix it so that the nearly identicle OBD3 computer would end a messege to the EPA that it saw a problem and the car owner would get fined accordingly untill the problem was fixed. Now if you gutted and put a straight pipe in your old (preferably dead) cat and mounted it back up most people wouldn't be the wiser since it would be obvious to anyone who looked without removing and inspecting the cat.

It doesn't have to be removed to tell if it working/still has its guts, you can tell using a thermometer. The cat won't get up to the proper temp without its guts.

right but in michigan there is no testing, i guess a cop could look under a vehicle if the operator was being a jerk, or the cop was in a pissy mood. I am not a cop, but i think it would have to be a visual inspection, they arent allowed (or equiped for that matter to test otherwise, i have was issued a noise violation for my borla header, 2 1/2 pipes and 50 series flowmaster, despite the fact the cop wasnt equiped with a cheap db meter.... By the way i fought the ticket and it dismissed ). I think its a safe bet the are not, nor would the cops be equiped with any exhuast testing tools.
Let's not forget the greenies also at one point wanted to have ALL vehicles over 15 years impounded and crushed. The idea being that they were polluting too much, etc.
