Cage law ?

I would wonder if the issue wasn't something like bars right up the center of the windshield and that being taken as an obstruction of view.

I find it hard to believe that an exo-cage is illegal in and of itself. I would think (I know, dangerous, especially when considering the gubmint) that lumber racks, re-bar racks and glass racks would be illegal too. There are plenty of specialized construction vehicles out there with protruding features that would have a similar effect.

Whatever the story is, I am fairly certain we are missing a key element.
 
I drove around Huntington Beach for 10 years. Never pulled over for exo. I did get a light ticket for being uncovered and nothing was said about the monkey cage.
