wouldnt think the tickets would be your problem... it isnt your fault if the PO was an idiot and got tickets on it. the EASIEST thing to do would be drive to the police station and ask them, " hey im getting ready to buy this car and it has these tickets on it, if i assume ownership of the vehicle will i have to pay the tickets off or is it the previous owners responsibility?
The tickets are assigned to the vehicle (parking, toll booth, etc). They must be paid before the vehicle is registered or transfer of title. DMV doesn't care who pays it, just that its paid.
Thanks for the info guys. Looks like I have to go to the DMV to pay my reg on my other vehicle because I can't find the letter with code to do it online. I'll ask them while I'm there.

Go to the DMV website and input the VIN and it will tell you exactly what fees are due to pay for the car. I don't believe that you can be forced to pay another's violation (could be wrong)... It a constitutional thing, after all you are paying for a misdemeanor crime that you did not commit? I picked up an XJ once for $500 because a lady thought I'd have to pay her tickets... at that time I did not have to. I checked the DMV website before I went and saw the truck.
