Brake light- rear bumper rack

Does anyone no if you can legally take off your rear center brake light (o6 rubicon)and put on a rear bumper rack that holds jack, g cans and spare. Also who makes the best rear bumper rack?

In most states if not all if the vehicle came with a third brakelight and you intend to register it, the vehicle must have a third brakelight. That doesn't say it must be the stock one however.
