One thing that no one seems to addressing here is that the water is not a solid weight attached to the tires. It is a liquid floating, so to speak, inside the tire. When the tire turns it will slosh around but not completely rotate with the tire as if it were attached (At lower, off-road speeds). For example, if you fill a small tire halfway with water and spin it, the water won't rotate with the tire, it will stay at the bottom (untill the speed gets high enough for the surface tension to overcome the weight of the water). This should negate some, not all, of the effects that are associated with higher rotational weight.

Higher rotational weight is not the problem, the problem is that each tire with water inside of it will weigh considerably more. Each gallon added will add another 10+ pounds to the tire weight, which is weight that your brakes need to stop when applied, weight that your steering will have to move to steer, and that your driveline needs to drive. (and that is just straight water, calcium carbonate will add even more weight). I agree that it is a much bigger problem when you are at highway speeds, but the extra weight will still affect braking at rockcrawling speeds. When i was a kid driving Pa's tractors, you could go 3mph and then slam on the brakes and the whole vehicle would rock forward and backward after stopping due to the movement of the fluid in the tires. Try it if you like, but its not a JU mod...
