I have, and I wish! A gallon equivalent is about $1.20 here. If I just had a way to compress it from my home natural gas line without buying a $10,000 compressor!you should also look into compressed natural gas. it's even cheaper!
For tanks I've been looking on craigslist, there seems to be a lot of RV tanks and tanks removed from older converted propane trucks. I would guess they are DOT approved(?) and would be fine as long as they're within their test date...if not I could have them re-tested. They never "go bad" unless they rust from the outside in.
As for the dual fuel thing that would be nice, BUT, to get the best mileage/performance out of propane you have to tweek the compression and timing. Dedicated fuel vehicles are usually more efficient. How cold is "cold"? We just had a week of record lows in which 20 would be the lowest I would start it at, but, most the time it's going to be above freezing. At 30 degrees the vapor pressure of propane is still over 50 PSI. I wonder if I could use some sort of plug in electric warmer for the propane tank, like a block heater.
I totally know what you mean about temps though, this last week my propane heaters in the shop have been freezing themselves shut!
