Not your tax refund to be exact. We have a bill in Colorado called the Taxpayer Bill of Rights (TABOR). It basically set spending limits on the government, however it was set when the economy wasn't that great, and with the resurging economy the government was ending up with large amounts of surplus which was given back to the tax payer. This however was causing schools, highways, pensions etc to suffer. With ref. C the state gets a 5 yrs break on TABOR and allows them to direct the funds back into K-12 education, roads, pensions etc.
