Definately sounds like a vacuum leak to me. You can get a check valve to put in the vacuum line going to your A/C controls. This usually works if you can't find the leak, unless your leak is IN your A/C controls. This can be a real PITA to find sometimes. I have repaired a couple of other XJ's in that predicament.
