91-96 XJ OEM power windows & door locks

I'm trying to figure out when the factory power windows and door locks are supposed to work. Obviously when the car is running...But are they also supposed to work with the key in the Forward (but not started) position and the key turned back (toward the driver) position? Thanks

Someone out there must have a 91-96 XJ with power windows and door locks???

On my 96 the windows work when running & with the key in the "forward" position, not when turned toward the rear. Locks work all the time. JIM.
