59 willys with a ford 2.8 v6 and MC2100 carb seems to lack low end power

ford 2.8 v6, motorcraft 2100 carb.
rebuilt the carb , set the float. new plugs, plug wires, cap and rotor, and ignition coil. I just rebuilt the carb too. timing is set to 12 degress before top dead center, from what ive read, that is where it should be at?


the thing seems to have tons of power at speed, but on the low end, where i really need the torque, like crawling slow, the thing wants to die all the time. sucks always riding the clutch and the gas.
same issue around town. itll just wanna die sometimes coming from a stop into first.

running out of ideas.
thing seems kinda rich. ive tuned the damn thing so many different ways (2 screws for fuel/air, one screw for idle, and float settings)

any ideas why this thing falls flat on its face in the very low end? i want it to be able to idle in town and in the rocks without constantly riding clutch plus gas.
 
also, tuned the thing to max vacuum tonight. THe weird thing is, that there is no vaccuum coming from the 2 smaller vacuum ports, only the 2 big ones on the back (one for pvc, and one for booster, so i had to tune it to vaccuum there. the only way the other two ports get vaccuum is when i give it gas, it shoots up then down. the one port is the vaccuum advance for the dizzy, so i hope its not supposed to get vaccuum all the time.


thing still kinda wants to fall flat on its face.
 
other than really low rpm , it has tons of power.
also, if i put it in 4 low, dont lock the hubs, itll drive down the alley with no gas, and not die.
 
im not sure if this would matter, but i have an electric fuel pump that i converted from manaul. the pump is always on when the ignition is on, is this bad, should i rewire the fuel pump?
