I hesitate to ever relay legal information without checking it out myself, so I've done a little research. Sure enough, this change was actually authorized by legislation (AB 2289) passed and signed into law in 2010, and could have been implemented by the Department of Consumer Affairs under that legislation as early as 2013. I guess they're finally getting around to it.

Unfortunately for me, my XJ's a '99. So close.
