A 4 watt CB pulls just about 1 amp of power during transmitting. Any hot wire like the over head light will work. Just make sure to fuse the wire going to the CB.
That bearing is in real tight! It takes a special tool to remove it (blind hole bearing puller).
When I did mine I just took it to a local shop and had them pull it.
Mine did the same thing, grabbed right at the top and would even slip a little on hard acceleration. But after awhile it seem to settle. It now engages about half way. I guess there is a break-in period on new clutches.
