What is this anyway?

It is a vacuum resivoir, because some of the gadgits that operate off of the vacuum system require more vacuum that can be immediatly gained from the engine. Simmilar to the water tank in your basement or downtown for that matter. It stores water when demand is low so it does not put such a demand on the system all at one time.
 
Speaking of which, where does everybody with an aftermarket bumper usually stick the reservoir? In the bumper still, or is there a better spot, because I don't know if my new bumper will have room there or not.
