what are the 2 ports in the throttle body for mine are open it's a 88 4.0
vac lines tb?

If you are refering to the vacuum ports on the engine side of the TB then the lower goes to the MAP sensor and the one above it is plugged.

both are open now is your's an automatic or does it matter it does idle high

One of those holes should be blind (no hole through it), and the other is a vacuum port for the MAP sensor (the one on the firewall). I've forgotten which hole is which, but if you look carefully it should be obvious. The line from the MAP sensor is supposed to have a double plug on it, with one part that goes into the blind hole, and one that actually communicates with the vacuum port.
