i dont know about virginia but im in NC and most of the powerline trials ive seen are on land owned by privet owners but the govt has the right to drive down the trials to check the power lines ( i think) i know some land my dad owns on the outskirts of a city has a sewer trial on it but he owns the land but the city can go down it if they want/need to
