TPS troubles

95 jeep cherokee, this is a new to me jeep as a project. Sold as it wasn't running right. It wants to die when I give it throttle and can't get into fourth gear unless I manually shift with the tcm unplugged.
I replaced the original tps because I was only getting 3.79 volts at wide open throttle. The new sensor I'm still getting the 3.79 volts so obviously this isnt a sensor problem right?
I jumped with a wire from the 22 pin on the ecu to the sensor wire and I was still getting the same 3.79 voltage. I am getting the 5 volts power to the plug and the ground is good.
Another thing that throws me off is if I unplug the connector from the tps and measure the voltage from the signal wire, I'm getting 4.5 volts when its unplugged and that should read zero correct?

Everything else I've replaced-
transmission control module
o2 sensor
idle control valve
replaced all three solenoids in the transmission
new fluid in transmission
new filter in transmission
new crankshaft position sensor
adjusted kickdown cable
I even threw in a new ecu and it was the same problem

If I unscrew the tps, at wide open throttle if I rotate the tps I can get to the 4.5 volts I need, is this a valve body problem? Everything looks correct
 
You probably have a bad power wire or connection. Remember Ohm's law: when the resistance (caused by a faulty wire or resistor) increases, then you have voltage drop. Check the connections and wiring to the ECU.

Why am I able to unbolt the tps and at wide open throttle, twist the sensor to get to 4.5 volts then? Of course I have not used genuine mopar tps. Also I've checked the resistance and it's zero on the signal wire and the power wire
