An adapter with exposed ports that plugs in between the TPS and ECU wiring.

Just as a convenience to more easily test and adjust the TPS.

should be pretty easy to make as it is just a connector, then I could see it having a pigtail that a volt meter would connect into.

Use backprobe pins. You can buy them on the market, or you can make them yourself out of hatpins - then just round off the ends on a stone (that's how I usually end up doing it.)

You don't want to keep the point, since piercing the insulation and screwing up the wiring seals isn't good. But, if you round over the ends, you can slip the pin in alongside the wire itself and touch the terminal, then you have an accessible point for your DMM.

No need to develop anything new at all.
