Does anyone in the region have a set of 97+ oem tow hooks sitting around? My 2001 already has the oem brackets, but it looks like the hooks themselves were removed.

Buy some at your local tractor supply and bolt them up!

X2. You can buy a set anywhere. The bolt pattern is standard, though the nuts in the bracket may be metric. Easy enough to deal with though.

I had one of my Tow hooks dig into a stump on a uphill climb. I couldn't go up and I couldn't go down. I don't like downward facing hooks anymore

I don't like OE style hooks.
A few easy tugs and they were bent all to hell. I took them off when I finally got a real bumper, and thy had started to destroy the frame rails. I suggest against them.
