I have the PowerAid TBS on my 99 xj 4.0L and I don't have a whistle at all that I can tell. It took my computer about 10-12 miles to re-adjust to the new air flow.

Are you still running the stock rubber hose though to the T/B? It is the metal tubes a lot run with a cone filter that makes the noise so audible.
