I used large zip ties to secure my axe and shovel to my Surco rack. I always carry plenty with me to resecure after use. You can pick up a 48" hi-lift for around $50 just about anywhere. That's about as cheap as they get. You can modify the hi-lift loc-rack sytem to secure your hi-lift on your Surco.

I actually have a high-lift now and I am in the process of mounting it onto my surco with 4rac mounts,just like this: http://www.yankeetoys.org/lee/roofrack.htm looks much sturdier than the surco mount. however ,I would still like to find the axe and shovel mount. I got my spare tire mount here after just one post!thanks a bunch and enjoy your rig.
