Short story is that unless somebody who's good with the graphic arts, and uses a pretty good editor, it's gonna come out poorly. It's much simpler to resize to a lower resolution and lose data, than it is to interpolate from little data to a larger size.
Unfortunately it doesn't work quite like that in the real world
EDIT: from the name of the file ending in _n it looks like it might be off an image hosting site or facebook, a lot of the time you can substitute another letter there or remove it altogether and get the full size image instead. If you have the URL for the original you saved that file from you have a chance of success this way.
