it's difficult to see but if you look behind the area where the arm attaches there's a very small clip that needs to be extracted with a set of needle nose pliers (that's if it's still there)
once you get that out it should pop off with some prying
that whole setup is about as bogus as the front wipers not being able to stand off the windscreen for cleaning :wierd:
If you live where there's a good bit of corrosion, there's a good chance that you 'll never get that thing off unless you cut it off. If the little hidden clip doesn't do it and you really must get it off, a Dremel cutoff disk might be the next step. Needless to say you'll need to have a new arm on hand to replace it.
