Travis is in the Fairfield area east of Vallejo. It isn't that bad. It really depends on what direction you are heading. Many people head West into the Bay Area for work and the big $ and live in the Valley back East so traffic tends to be heavy going West ward in the morning and back Eastward in the evening. It isn't that bad. Sacramento has an excellent highway system and you can get around fairly quick. I compare this to the mostly 3 lanes going each way in Chicago and this with 3 times as many people or more. Although it seems it's getting busier here all the time from the Bay Area people moving out here. Many times you have 4-5 lanes going each way on the major highways like 99 and 80 going through busy metro areas of Sac. You should be fine. Welcome to California. :wave:
It depends on which part of Sac you're coming from. I drive Woodland to Vallejo everyday and it sucks. But the worst of it starts after the Travis AFB exit. Depending on where you are you could have to deal with heavy traffic until West Sac though.

I just got home from that drive... Fairfield to Roseville... and I left at about 5:15. Took me about 50 mins... not too bad. Lots of traffic, but it was moving.
