I sort of figured out what exactly was going on with the NEUTRAL in the transfer case. I had originally thought it was 'user error' but it turns out that the 2LOW shifting sector did not place the range shift fork and the range sleeve in the proper position when in neutral. It was a tad off so it gave me a little bit of rubbing. I installed the OEM shifting sector and the range shift fork and it all works fine but just no 2LOW
I will have to get TERA to replace the 2LOW and tear back into the TC here in a couple of weeks :rattle:

Here is the final product that I will have to tear into again
. Ignore the washers as I need to go out and get a grade 8 bolt that is threaded all the way.
Tomorrow it is reinstalled into the XJ and the Novak shifter gets put in there.
