One Dim Headlight

I purchased a 2001 XJ 2 door that the previous owner had installed LED headlights in. I have one headlight, the passenger side, that shines very dimly with the headlight switch turned off (engine running). With the switch off, key on (engine not running) it shines dim. With the switch off and engine off, they are off as expected. They work as intended except for this one issue. I can't understand where the voltage could be coming from to cause this.

Could be some wiring going bad, but it could be as simple as a bad drivers headlamp! For 16yrs I didn't have DRL's, but 8yrs later I still do.
