Headlight questions for stockish 1999 Jeep Cherokee

From a sketchy dealer bought my dream (ish) Jeep. 99 four-wheel drive 4.0. as soon as it pulled in the driveway from the auction site The head light switch cause all kinds of funk. Pulled the headlights and I'm not going to lie. I've had several Jeep Cherokees and none of them had had a second bulb going into the headlight. Most of them I did a stock to LED replacement without issues .Any insight into this nonsense? I've already ordered the h4 harness kit before I saw this, a new headlight switch and I'm going to the junkyard to pull a new harness for the switch since this one does not have one. What is going on here. Pictures to follow
 
Aftermarket lenses with an extra port for strobes or colored leds is my guess. Used to be popular in the import scene. I just always kept stock glass bulbs. Work good enough for me.
 
I don't know the make of your headlight housing. Some made what is know as a "City' light. It is a very low light beam. Mianly made to have very low light projection in a City environment. It is also used with fog lights. Reduce the projection during fog or snow. Yet still have headlights for identification for oncoming vehicles.
