I guess it depends on how you want to define "good." They go REAL fast, good for racing. They use a lot of really light and strong materials(titanium, carbon fiber), costly but also good for racing. Their technology ends up on road cars a lot more than NeckCAR, good for "us." (google F1 KERS, kinetic energy recovery system)
Those prices keep the field pretty small though, not so good for competition. That $400k motor is only good for 2 races, not good longevity.
I think there's an optional $30M cap this season with revised weight restrictions to keep the "low buck" teams at least in the running.
