having a rusty's 3" on a 96 XJ I would say it's very complete (minus new tracbar, but whatever, I still got good flex cheap) and you won't get any vibes with the AAL...because it isn't as much lift as the full packs.
But to answer your original Q, I would go with the rusty's 2" kit rather than spacers up front. You'll have real springs instead of spacers which will give a nicer ride, and then you can add 2" spacers if you ever want to go to 4"!! Really, you want to get some springs with a higher spring rate than stock to take the abuse. Also, I'd go with the AAL over shackle and spacer...even though it will eventually sag and you'll either need to put an S10 leaf in, or go with an extended shackle to get your lift back, atleast you'll have a higher spring rate in the rear than you did without the AAL.
