Not suprising, the land use restriction people took a page from the anti-gun lobby and do 'end runs' all the time, they keep their faces at a very low profile so it looks like someone else is doing it. The telcos just did similar in Pa, they don't want competetion in the broadband internet market so they managed to get a rider on a state bill from their tamed officials that makes it illegal for a municipality to sell bonds to finance a municipal broadband network. Kutztown Pa scared the hell out of the telco's and cableco's. Luckily an observant pro municipal official added a 14month 'right of first refusal' clause to allow an opening so the telcos can't tie it up.
