Dennis: Just because you have never been pulled over doesn't mean that nothing has ever blown off the roof of your vehicle into another car in an oncoming lane or even behind you. It's likely that you're not aware, not that it has never happened. I'm willing to go way out on a limb here & say it has happened ... unless you push your XJ down the highway instead of driving it. But who knows ... your "luck" might not always hold ...

It has been illegal in jersey to have snow or ice on the roof of your car, truck or van ever since I can remember no matter how much or little it is. I know a few people that have gotten tickets for it and a few people that have been let off with a warning. Plain and simple, don't be lazy and have the respect to remove it before it becomes an issue. Now with Jersey doing away with the safety inspections there will be more and more tickets handed out for stupidity, procrastination and laziness, no matter how asinine.
