If you bumpstop it, you'd probably be able to do it. I wouldn't run much less though. He can stuff his tires into the flares, but has to be flexed pretty hard to do it.
The drawback with those flares is how they mount. They use the factory upper holes, so on top, you really don't gain much clearance over stock....a little bit, but not much.
