If the it is plugged in, the glow plug relay is out of the picture.
My Blue diesel had a bad GPR for over a year, it always started plugged in, had to use starting fluid after it sat in the cold.

Changed GPR tonight. Engine still had some heat to it, so I can't really tell a difference tonight. The more I think about it, faulty glow plugs or relays really explains it. And if the starter has been working a lot harder to start the truck, that could explain it whining and maybe getting weaker.
It's plugged in tonight, but last week I had it plugged in and it still started slow. I think even with the block heater heating up the coolant, the glow plugs still do a lot to get the combustion chamber up to temp fast. So we'll see how it starts tomorrow. Of course if it's no better then I'll pull the harness and check the individual plugs (thanks for the link Sean!), and if that doesn't work then I'll be back here.
