Icv valve issues

Hello I am having issues with my 1999 xj with a 4.0L. I had a rough idle and replaced the idle control valve with one I found in the junkyard as the new valve I ordered didn’t come in yet. This raised the rpm to 1500 and when I reved it it stayed at 3k. I drove like this for a couple minutes to see if it would sync with the computer but nothing. So I wanted to confirm that it was bad so I made sure the plug has power with the jeep running by connecting to negative on battery and testing each port and not a sign of current. Idk if it maybe only shows a current when it’s needed but idk. It sounds like it cuts ignition randomly like it’s trying to adjust but can’t. Any thoughts?
 
Rough as if it had a misfire? Did it still idle at the right speed? Did you pull any codes? Did you clean the cavity in the TB for the IAC? Have you cleaned your TB? Did you reset the PCM after the change?

so it ran good but raised and lowered in rpm with a P0505 code so I cleaned everything changing the part. It had a bit of misfire but nothing crazy. How do you reset the pcm?
 
You can reset it using an OBD2 scanner.

You can also disconnect the battery and leave it disconnected for like 15 minutes or so. If you do this, you may have to manually reset any clocks.

Make sure the electrical contacts are clean.

The P0505 does point to the IAC. What brand did you buy?

It might still run a bit rough until the PCM "relearns". Take it for a short drive afterwards. It may take several drives until all the readiness monitors are reset.
 
I just got the new one in and still nothing I tested all wires and they are all connected Pinot to the PCM. PCM is sending a value and the IAC valve won’t respond. The only think I think it could be is a ground. I have two bad ones that may be doing this. What do you think?
 
The FSM doesn't show a reference to ground!
