Maybe it was, maybe it wasn't. I can't say as I know for sure - since I don't know the guy from Adam's cat...
However, I know I willingly kicked in - if nothing else, I considered it worth the dosh just for the entertainment value. I've paid far more for a few laughs than that.
As far as "scam" - I don't usually get taken in that easily, and haven't fallen victim to any of the new scams out there (phishing, Nigerian 419 and all its variations, Hell, I don't even play the Lotto! I pay enough in taxes as it is...)
If he gets his threesome, and the whole thing is on the level, good for him. I'm sure he'll enjoy it, and I hope she will as well. If he was trying to make some dosh, at least he was entertaining about it.
As far as the actual cost, someone mentioned here that someone else's bandwidth math was incorrect (I ran the numbers, it was) and that the reson for bandwiidth caps is also to cut down on disruption/DoS for the ISP/Backbone section. Considering his hit rate, even if the second set of bandwidth numbers were inflated, he'd still have been hit just for his "per unit time" rate - I was seeing something like 10,000 hits in a few minutes!
