Do the older model metal nose clips/header panels fit onto a 91 which is all plastic ??

Yes, and no.
The older header will fit IF you also use the older grille, header trim, and headlight bezels. If you only need a header and want to use the 91 grille and headlight doors, you need a 91+ header.
