This is a BRAND NEW in box rack.The only problem is its missing the two side pieces. I'll include plans to weld some up, which takes an extremely small amount of material, skill, and time. The upside to this, though, is you can make the rack any length you want. I have this same rack on my XJ, except mine has gutter mounts. This one includes mounts for the stock rails ( 3 p/ side). This thing is beef! I can stand in mine and jump and it barely bows, at 180 lbs, I think thats pretty strong. Here's the review I did for mine:

This sale includes the rack (minus 2 side pieces), tire carrier, 4 light mounts, high lift mount, ALL are brand spanking new in their boxes.
Retail on this rack is $519, hi lift bracket $99, Tire Carrier $99, light brackets $25 each (and I have 4!).
That's $717 worth of stuff before the crazy ridiculous shipping, and I'll take $400 siince its missing the sides.
Prefer pickup, I'll meet anywhere in the greensboro/high point, winston area for free. $20 i'll meet in danville, charlotte, or raleigh, $40 to asheville or roanoke. Otherwise, I'll determine shipping on an individual basis, and this bitch ain't small or light.
This does not come with a floor kit.
