Fuse panel *pics

This is the fuse panel on the passenger side floorboard of a 98 cherokee.
I just bought this cherokee so i dont know what happend to it, or why the person did this.

Better picture(wires are unpluged because i was trying to get the fuse pannel out, i was unable to)


My question: Was there supposed to be a fuse there?

The only thing that dosnt work is my A/C, i am kinda hoping that this is why my a/c is not turing on.
 
You should be more specific as to your question. I don't see any missing fuses. Most likely cause for your AC not working is that it is low on freon.
May also be a bad AC relay which is located under the hood on the passenger side in the Power Distribution Block. You will also find a fuse for your AC there. Have it looked at by someone who is in the know!
 
have you checked you owner's manual to see which fuse the AC is??...........i can't remember if it's under the hood or not

just to clarify, you mean when you turn the HVAC knob, your AC does not turn on correct??
 
The left hand row of fuses on the junction block should have one more fuse at the top than has the right-hand row. That fuse is a 25A one, and is supposed to power the power outlet on the dash (NOT the cigarette lighter, the other power outlet.)
 
There is a fuse missing. Like said before it is a 25A fuse (01 – 25A Power Outlet).
Here is a pic of the panel for 97-01 XJ. The one in red is the one missing on the one pictured above.

When i turn the knob, nothing turns on. It was working when i got it like 3 weeks ago. Then it stopped blowing cold air. then it stopped working :[

So im pretty sure there was a leak when i got the cherokee. they just added freon and hoped i would never come back.
Will the HVAC system not turn on if its out of freon? It dosnt even blow air.
